Thailand DTV from the UAE: the Dubai consulate, step by step
Online only, from inside the UAE. The posts confirmed the new rule but have not yet said what counts as permanent residence. Here is what is published, and what is not.

Dubai or Abu Dhabi: who files where
Two Thai posts serve the UAE. Since 1 January 2025 every UAE resident applies by e-Visa: there is no in-person submission at either. What counts as permanent residence

What the UAE posts ask for
The two documents added by the rule, then the rules the Dubai and Abu Dhabi e-Visa pages insist on.

- Proof of permanent residence
- Replaces the old “document indicating current location”. What counts in the UAE is not yet published: see below.
- Certificate of criminal record clearance
- From your country of nationality or of permanent residence.

Criminal record certificate

Dubai's announcement does not say which country, how recent, or whether a translation or attestation is needed. The rule-level answer is all there is.
Which certificate
One certificate, from your country of nationality or of your permanent residence. If you live in Dubai, the UAE one is the Dubai Police Good Conduct Certificate. How the certificate works
No attestation asked
No post states that a MOFA attestation is required.
No apostille
Thailand joined the Apostille Convention on 30 June 2026, and it applies to Thailand only from 28 February 2027. Until then an apostille is not valid for Thailand, and no post asks for one on the DTV upload.
Step by step
Apply with your Emirates ID
Valid or expired. Through the Dubai Police app, the Dubai Police website, Dubai Now, or a smart police station.
Pay the fee
AED 200 for residents, AED 100 for citizens, AED 300 from outside the country, plus a AED 20 knowledge fee. In person at a service centre, add AED 100.
Wait 5 working days
The certificate is valid for 3 months from the day it is issued.
Living in another emirate
The federal Ministry of Interior issues the certificate (moi.gov.ae). We have not found its fees or timing on an official page, so we quote none.

What the UAE posts do not say
The rule is confirmed; several details are not. We do not guess: ask the post before you file.
What proves permanent residence
Before 31 August 2026 both posts accepted a valid UAE residence visa or Emirates ID as the document indicating current location. Neither has said what counts now.
The certificate's details
Dubai's announcement of 4 September 2026 does not state the issuing country, how recent it must be, or whether it needs a translation or attestation.

Fees and timing for the Ministry of Interior certificate are not on an official page we could find.

DTV from the UAE: common questions
Can I apply for a DTV from Dubai on a residence visa?
Since 31 August 2026 you file where you hold permanent residence. Before that date a valid UAE residence visa or Emirates ID was accepted as proof of location; neither post has said whether it now counts as permanent residence. Ask the post before you file.
Can I file while I am in Thailand?
No. The UAE posts reject applications submitted while the applicant is in Thailand or outside the UAE.
Do I need a Dubai Police certificate or one from my home country?
One of the two: the rule accepts your country of nationality or of permanent residence. In Dubai, the Good Conduct Certificate costs AED 200 for residents plus a AED 20 knowledge fee, takes 5 working days and is valid 3 months. Read the field note on the certificate.
How much is the DTV fee in the UAE?
AED 1,500, the latest published rate, effective 15 July 2024. It is paid through the official portal only.
Dubai or Abu Dhabi: where do I apply?
Generally, the emirate of Abu Dhabi goes to the embassy in Abu Dhabi, and Dubai and the Northern Emirates to the Consulate-General in Dubai. The split is not published officially; check with the post.
How long does a DTV take from the UAE?
Dubai states 5 to 20 days and advises applying at least 20 to 30 days before departure. There is no express service. Abu Dhabi states 3 to 10 working days.
