Where to apply from: citizenship, residence, nothing else.
This note used to compare four consulates and recommend one. The 31 August 2026 rule removed the comparison, so the note has been rewritten rather than patched. The old advice is quoted below only so you can recognise it when a forum repeats it to you.
For two years, consulate choice was the most under-discussed DTV decision, and the cheapest move was rarely the closest move. On 31 August 2026 that stopped being true, in the most abrupt way available: the choice was abolished. Here is the rule as it now stands, and the small amount of strategy that survives it.
What changed on 31 August 2026
A DTV application is now accepted by exactly two kinds of Royal Thai post: the one covering your country of citizenship, and the one covering a country where you hold documented legal residence. Applying as a visitor in a third country - the practice that built the Vientiane visa-run industry - is no longer accepted anywhere.
Two documents came in with the rule. Every applicant now files a criminal record clearance certificate issued by the authorities of their citizenship or residence country. Anyone filing outside their citizenship country also files proof of that residence. Applications lodged before 31 August 2026 are processed under the old rules, and a DTV already in a passport is untouched.
The two doors
Almost every applicant has one door. A minority have two. Nobody has four.
- The country on your passport. The Royal Thai embassy or consulate that covers the nationality you hold. Open to every applicant, with no extra status document to produce. For most people this is now the whole question, answered.
- A country where you legally live. The post covering a country where you hold documented long-stay status. The document does the qualifying, not the address - a lease and a local phone number prove nothing here.
Hold two passports, or a passport and a residence permit elsewhere? Both doors are open and you may pick the stronger one. That is the only remaining choice about where you file.
What counts as legal residence
This is where files are now lost. The post is testing your status, not your presence, and the distinction is unforgiving: six months of continuous tourist stamps in the same country proves you were there and proves nothing else.
- A residence permit or residence card
- A long-stay visa currently in force
- A work permit or employment pass from a local employer
- A student visa with live enrolment
- Permanent residency
- A tourist stamp or a visa exemption entry
- A border run made for the application itself
- A hotel booking, however long
- A rental contract on its own
- An address borrowed from a friend
A rental contract is the one that catches people out. It is a perfectly good document, it is simply not a status document, and a consular officer reads it as evidence that you paid a landlord.
The advice that expired
Every sentence below was ordinary, competent guidance in June. All four are now wrong, and you will still meet them in forum threads, agency pages and this note’s own earlier edition.
- Fly to Vientiane on a tourist stamp and file there.
- Pick whichever post has the fastest turnaround.
- File from Jakarta because you are already in Bali.
- Shop the posts for the cheapest government fee.
Vientiane is the one worth naming outright, because it absorbed most of the volume. The Royal Thai Embassy in Laos still processes DTVs; it processes them for people who live in Laos. Phnom Penh, Hanoi, Kuala Lumpur and Jakarta moved the same way on the same date. If your plan involved a flight, a hotel and a filing slot, the flight is the part that no longer works.
The two new documents
Proof of legal residence. Required only if you file somewhere other than your citizenship country. It has to evidence status, not presence - see the accepted list.
Criminal record clearance. A certificate from the relevant authority in your country of citizenship or legal residence. New for every applicant, and the item most likely to set your timeline: some authorities take weeks.
Treat the criminal record certificate as the first thing you order and the last thing that will be ready. In France it arrives in days; in parts of the United States and across several EU states it is a multi-week request with an apostille step behind it. Nothing else in the dossier takes that long, so nothing else sets your date.
If you hold both doors
Dual nationals, and applicants with a residence permit abroad, keep a genuine decision - the only one left. Three things separate the two posts, and none of them is reputation.
- The fee. It is set per post, not per applicant, and the spread is real. Wellington remains the documented outlier at NZD 2,000 - a New Zealander with residence in Singapore has a materially cheaper door, and a New Zealander without one no longer has a way around it.
- The paperwork the post already understands. Bank statements from a local institution, in the local language, read faster than the same balance filtered through a translation. File where your evidence was issued.
- The strength of the status document. A permanent residency card is unarguable. A student visa with four months left on it invites a question you would rather not answer. If one door is thin, use the other.
What has not changed
- Applications submitted before 31 August 2026 are processed under the old rules.
- A DTV already issued stays valid for its full five years.
- Extensions handled inside Thailand are unchanged.
Nor has the file itself. The 500,000 THB test, the three published lanes, the evidence each lane is judged on, the fifteen-minute submission on thaievisa.go.th, your account and your card - all identical. The rule changed the address on the envelope, not what goes inside it.
The short rule
Match the file to the post that covers you, because you no longer match the post to the file. Work out which of the two doors you have - most people have one - order the criminal record certificate the same day, and stop reading anything written before 31 August 2026 about which consulate is friendlier. The DTV is still approved or refused on paperwork. The quiet multiplier just stopped being yours to choose.
