Who files here
Who files at the embassy in Rome
Rome's notice of 28 August 2026 names the countries it covers through the document it asks for: “il permesso di soggiorno in Italia, Cipro, Albania o Libia”. Anyone living elsewhere files with the Thai post of their own country. What counts as permanent residence
Honorary consulates: no visa service
- Genoa
- Milan
- Turin
- Naples
- Venice
Covered by Rome
- Italy
- Cyprus
- Albania
- Libya
Since 31 August 2026 you need permanent residence in one of those four countries: a visitor to Italy cannot file here.
Proof of permanent residence, in Rome's words
- “il permesso di soggiorno in Italia, Cipro, Albania o Libia” (“A document proving residency status in Italy, Cyprus, Albania, or Libya”)
Rome names the permesso di soggiorno, a document for non-citizens. What an Italian citizen uploads is not stated: ask the embassy before you file.
The checklist
The DTV checklist for Rome
Rome publishes no DTV list of its own: its visa-types page stops at the Non-Immigrant and Elite visas, and its notice of 28 August 2026 adds two documents to the portal's list. The portal's list is the ministry's card deck of 31 August 2026. Every file is uploaded there, 3 MB at most per file.
The rules every post shares: DTV visa requirements and DTV visa cost.
Every applicant (ministry cards, 31 August 2026)
- Passport
- The biodata page. A minimum validity is not stated.
- Photo
- “Photograph taken within the last six months”.
- Proof of permanent residence
- Rome, since 31 August 2026: “il permesso di soggiorno in Italia, Cipro, Albania o Libia”.
- Financial evidence
- Bank statements from the last 3 months with a minimum balance of 500,000 THB or equivalent, or a sponsorship letter.
- Criminal record certificate
- Rome: “Un certificato del casellario giudiziale che attesti l'assenza di precedenti penali”. For the Italian one, see below.
Your lane
- Workation
- Employment contract or certificate, or a professional portfolio: digital nomad, remote worker, foreign talent or freelancer.
- Thai soft power
- Confirmation that you will attend the activity, or a hospital appointment letter.
- Spouse or child under 20
- The main holder's DTV, and proof of the relationship: marriage, birth or adoption certificate.
How Rome runs it
- Timing
- “UP TO 14 WORKING DAYS”, also in high season. “Applicants are recommended to apply for the visa in advance, at least 15 days before the expected date of arrival.” Not earlier than 90 days before.
- No corrections
- “The Embassy CANNOT edit your personal details for you.” Read the embassy's common-mistakes page before you submit: a mistake means a new application and a new fee.
- Questions
- The consular section answers “by appointment only”, Monday to Friday 09:30 to 13:00, and gives information by phone only.
Criminal record certificate
Your criminal record certificate: the certificato del casellario giudiziale
Rome names it. In Italy it is issued by the ufficio locale del casellario at every Procura della Repubblica, covers criminal, civil and administrative records, and for an Italian citizen also states whether the European casellario holds an entry.
Which certificate
One certificate, from your country of nationality or from the country where you hold permanent residence and file. Living in Italy, that is the casellario giudiziale. Not an Italian citizen? Rome's notice names the certificate without a country; the ministry's rule accepts the one of your nationality too. How the certificate works
Not for Italian public offices
The ministry notes that a certificate issued to you cannot be produced to Italian public administrations, which take a self-declaration instead. A foreign embassy is the case the certificate exists for.
Cyprus, Albania, Libya
A permanent resident of one of the other three countries Rome covers sends that country's certificate or the one of their nationality. We have not read their official pages: ask the embassy.
No apostille
Thailand joined the Apostille Convention on 30 June 2026, and it applies to Thailand only from 28 February 2027. Until then an apostille is not valid for Thailand, and no post asks for one on the DTV upload.
Step by step
Book online, or go to the Procura
“I certificati possono essere prenotati online” on the ministry's booking service, where the office offers it. Otherwise in person, or by post with a copy of your ID, using the ministry's form (giustizia.it).
Buy the stamps: €19.92
“Il costo totale per il rilascio di ciascun certificato è di €19.92”: a €16 marca da bollo for every two pages and a €3.92 stamp for the certificate rights. No pagoPA: stamps bought beforehand.
Same day for €3.92 more
“Se il certificato è richiesto con urgenza (rilascio nella stessa giornata o il giorno successivo)”, one more €3.92 stamp. Without it, the office sets the collection date.
Collect it within 30 days
A booked certificate is collected at the counter with the booking number and your ID. “In caso di mancato ritiro del certificato entro trenta giorni dalla prenotazione, la richiesta è annullata dal sistema.” No email tells you it is ready.
Mind the 6 months
“Il certificato ha validità per 6 mesi dalla data di rilascio.” Rome states no shorter limit; other posts ask for three to six months. File soon after it is issued.

What the embassy in Rome does not say
Several questions its pages leave open. We do not guess: ask the embassy before you file.
A DTV checklist of its own
The visa-types page lists no DTV. The notice of 28 August 2026 adds two documents to the portal's list and nothing else.
What an Italian citizen sends
The residence document Rome names is the permesso di soggiorno, which citizens do not hold. What proves permanent residence for an Italian is not stated.
Certificate age
No maximum age for the casellario certificate. The ministry's own validity is 6 months; other posts ask for three to six.
A DTV processing time
“Up to 14 working days” is the embassy's figure for e-Visas in general. No DTV-specific time is published.
A euro figure
No euro equivalent of 500,000 THB, and no rule on the currency of the statements.
Applicants from Cyprus, Albania or Libya
Rome names the three countries only through the residence document it asks for. Whether their residents follow any further rule is not stated.
